The same reason we have Viagra.

As told to me by one of the scientists on the Viagra team at Pfizer. The drug developed for Viagra was originally meant for heart disease, as it was designed to increase coronary blood flow and therefore reduce the occurrences of myocardial infarctions. During one the drug trials, the subjects were coming back asking for more because of the 'interesting side effect'. The drug was reformulated, and rebranded, and boom, we have a multi-BILLION dollar blockbuster. This blockbuster is now funding a large majority of other drug development.

Same thing for Latisse, it was developed to help patients suffering from glaucoma. Likely the same story, it was repackaged, and now makes money for the company to fund other research.

When you have lemons, make million dollar lemonade.
