+Walter Lounsbery While China is in fact our biggest foreign creditor, the reality is that they own only about 8% of our debt with Japan being second with a little more than 6% followed by the UK and Brazil. By far the largest holder of US debt is the Social Security trust fund with about 20%. Only about 1/3 of US debt is held by foreign countries.
