90 days? You gotta kidding me, it takes 90 days to build a single family home.
Well, when your safety restrictions are nonexistant and building codes are "Shit's gotta be vertical, yo," anything's possible.
The article already mentions a 30-story building built in 15 days, and there's a video of the 15-story Ark Hotel getting built in a week. If they're going by that and have a bigger crew, it's quite possible.
That said, I don't know what safety issues exist in the build. Quick search didn't show anything yet but the 2 buildings I mentioned are very new.
